The GOC, and FC (established by the Pacific Games 2017 Act shall each have a have a Chairperson and Board. The HP Sub Committee shall also have a Chairperson and Board . Each Chairperson reports to the Chair of the NHA. Each Committee would be headed by a paid Executive Director position. The Executive Director positions of GOC/HP and FAC will be appointed in consultation with NHA. The GOC Executive Director will also be appointed in consultation with the PGC. The GOC and HP committees along with the NHA Secretariat may appoint its own staff and advisors as per allocated budgets and responsibilities. The NHA will engage a Chief Technical Officer within the NHA Secretariat who would report directly to the NHA Chair and provide overall coordination and direction/integration across all Committees. NHA Board’s responsibilities is to ensure all areas of the Games in accordance to host agreement, PGC Charter and PG2023 Act 2017 are delivered in accordingly. NHA’s responsibility is to ensure the committees functions as they should otherwise NHA Board has the right to address any parts of the Committees that are deemed to have defects and nonfunctional. All Chairs, Executive Directors and the Games CTO are responsible for reporting and updating NHA on activities within the first week of each month. The NHA Secretariat shall review all such reports and in turn provide an overall report to the Minister responsible for the Games through the NHA Chair. The Chairs and Executive Directors of all Committees and CTO shall ensure that any outside technical advice that is provided to the Committees shall be done in a manner to facilitate local transfer knowledge.

The NHA Project Management Unit-Facilities Committee is one of the key administrative bodies of the NHA established by the Pacific Games Act (2017) (Pursuant to the Games Charter and Host Agreement) responsible for the implementation of the facilities construction in preparation for the games in 2023. Its objective is to ensure that the development of the venues required for the Games are built in accordance with needs and with the view for long term legacy. It shall develop long term operations/access /maintenance plans of the Venues in consultation with Solomon Islands Government (SIG)/ National Olympic Committee Solomon Islands (NOCSI)/NHA. The Games Facilities Committee is supported by NHA Secretariat Project Management Unit (PMU) under Secretariat Support Services. The Facilities Committee's operations currently consists of all local qualified Solomon Islands engineers who are assigned to specific project management roles mandated under the GFC provisions. The Games Facilities Committee is led by its Executive Director Mr. Eldon Tepa.
